Nope... Congress, per the same article, has the power to
prescribe the manner in which FF&C is applied/enforced. To
date, it generally applies to judicial acts, such as divorce
decrees, child support, etc., not licenses. Under Full Faith
and Credit, as a sovereign republic in its own right, no
state is obligated to grant FF&C to another if it violates
their own public policy, subject only to Congress or Courts
of Appeal or SCOTUS. Hence the reciprocity bill.
