It's perfectly clear that state legislatures can, and often have,
passed laws that invalidate existing laws in lower-level
jurisdictions. This is just another instance.

Do you think that any local unit of government should be free to pass
whatever laws or ordinances it chooses, with no concern about how
they might conflict with laws that exist or might passed at the state
or even federal level?
