It seems like there's a group of liberal profs that are claiming that
the 2nd amendment was never ratified. From their webpage:
"Scholars for Constitutional Accuracy, a non-partisan, non-profit
organization, has reached the conclusion that the second amendment of
the United States Constitution was, in fact, never ratified. The
much-debated second amendment dealt with the right to bear arms. As a
result of this discovery the second amendment no longer carries
constitutional weight."
This argument has already been settled in federal court regarding the
same issues with the 16th Amendment in _United States v. Thomas_ 788
F.2d 1250, 1252 (7th Cir. 1986).
