Nope. Everyone who wants to live here must first agree with the rules and sign a legal document
that binds them to following those rules. You can't buy a house here without signing the agreement,
and if you break any of the rules, you will at least pay the fines, and can ultimately be required
to leave if the association feels you must go. Everyone who lives here under these rules does so by
choice and if they change their minds later, they are always free to leave.
