You, obviously, don't understand the right to travel. It has to do with visiting the capital and moving from state to state without interference from the federal government. It has nothing to do with Cuba.


It is legal for US Citizens to go to Cuba. Due to trade embargo's it is illegal for American to have transactions (spend money or receive gifts) in Cuba under most circumstances.
