It was a new stamp requirement. Hunting rules/regulations/tags are
getting
as complicated as the IRS forms. It says something when you can afford a
staff to do your paperwork and they still can't figure it out.


Requiring anything other than the owner's permission to hunt or fisah on
private property is assinine.
