I recently posted an opinion piece that the second has a meaning rarely
considered, but more logical than any usually proferred.

The reason is to limit the NATIONAL militia referred to elsewhere in
the constitution ... and that is what is meant by "militia" regulation.
Not the local militia, but the standing army militia (common useage at
the time and clear in the constition giving the fed a right to raise
it's "militia).

Are right to arms is recognized because the founders (the states flat
refused to sign with just the original language that permitted a
standing federal militia) wanted a safeguard agains the feds. Hmmm.....

And I thought there was nothing new under the sun to learn. (Probably
been brought up here before, but I'm feeling lazy and resting up for
tonight's party, so I'm not doing my own search today...eheheheh)
