You need a permit to OWN a gun in the first place, much as you need a
driver's
license to operate a car. Laws vary, but most states actually require
you to have a valid license to own a car as well. I've never quite
understood that one.

Not that many burn down, but that's hardly the only thing that home
owner's insurance covers. Someone getting hurt, burglary, fire, flood
(see: New Orleans, Texas), tornadoes, trees falling through the roof...
the list is pretty long. I don't honestly know how many insurance
policies are used, to any extent, but I doubt its "very very small".
Think about it, if it were, home owner's insurance would be almost
nothing in cost, and its actually fairly high.
