Human nature. Even a complete police state could not prohibit drugs.
Allegedly, you can get drugs in prison, about as controlled an
enviornment as exists. When you prohibit you cannot regulate, which
does work, at least some.

Dr P
licit drug use is not a victimless crime because the user, his family,
and society suffer social and economic costs. For example, drug use by
pregnant mothers causes in utero damage to the child. It increases the
risk of mortality threefold and the risk of low birth weight fourfold.

And those drugs are alcohol and nicotine.

Drug abuse is a key factor in most child abuse cases. In Philadelphia,
cocaine is implicated in half of the cases in which parents beat their
children to death, and in 80 percent of all abuse cases.

I would bet they are multiple drug abusers who have added cocaine to the
usual mix of alcohol, caffiene and nicotine. Because that is the group that
is the most problematic when it comes to drug use.

Oh and for spousal abuse without or with drugs two outstanding
groups of whom we would believe and hope to be unlikely, physicians
and Law Enforcement Officers.
