It pretty much was a one time event a moral mistake to be sure, but

IMO he was a Senator of Mass. for WAY too long, but he arguably did some
good things despite his moral failings earlier in life. He couldn't
quite
stand in the shadows of JFK and RFK, but had to mourn their untimely
deaths.
I think that he accomplished far more than his brothers.

passed without him. Mayhap, he got it passed by passing.
It passed more because Johnson believed in it, worked for it for
years, and was willing to sacrifice the Democratic Party to get it
passed. Yes, he was also willing to use the memory of Kennedy to get
the job done.
I strongly doubt that we would have gotten to the moon without
Kennedy. He not only got the program authorized, he strongly
pushed it.
As for civil rights, again, without Kennedy I doubt that
Congress would have gone along with it. This does not
detract from Johnson's formulating and pushing the bill
(the arm twisting was notorious) in any way.
He didn't use arm twisting; he grabbed people by the balls.
