Scientists knew before the USA entered the war that building an
atomic bomb was possible in principle. The sole purpose of the
Manhattan District (initially) was to get one before the Germans did.
They knew that Heisenberg was heading up the German project, and that
was too scary for words, because he knew how to do it.

incendiary bombing raid on a major city or through destruction by
atomic bomb?

What the Japanese learned is that people who live in paper houses should
not throw bombs.

But they learned that lesson very well indeed, and haven't thrown bombs
for over 60 years now...
