If it is brought to the surface it will be ablated by solar radiation.

Huh? At martian temperatures and pressures, water ice will sublime; that
is, solid ice will evaporate without going through the liquid phase. Solar
radiation doesn't directly come into it.

On Earth, solid CO2 ("dry ice") does the same thing at normal atmospheric
pressure.
