What is your definition of 'famine'? Is it 'lots of undernourished
people'?

If so, we had a small famine (compared to others in the world) right
after Katrina.

And the people were fed. Mostly through private means, by the way. The government failed the victims of Katrina most miserably. First they tax us on the ground that only they can provide the need help. Then the send in the Horse Master, Michael Brown who screws up royally. Go figure.

Churches and other private charitable organizations sent in the food and water.

The term "famine" usually refers to a persist failure of food production, not a tempeorary shortage.

In India, they had famines. In New Orleans that had a bad few weeks.

Americans are under no obligation to feed
the hungry of other nations. Famine is not our problem at the moment.
When it is, then there will be some kind of rationing scheme and laws to
deter hoarding.

Not even if you think of it as reciprocal altruism?
