Actually it was desperation. Telephone traffic was increasing much fasther than relay and vacuum tube circuits could accomdate. Transistors were necessaor or telephone traffic would choke on itself. A low power, high speed switching element was an absolute necessity for the Telephone Company which is why they funded it.
