That is where they invented - and then trashed - "phyletic gradualism".
They didn't invent it. They may have caricatured it a bit, but such geological-timescale gradualism was a common expectation before they wrote.
AFAIK, they invented the term. They justified not supporting
their concept with references by claiming that it was "rarely
articulated" - and the evidence they did provide consisted of
a diagram which was probably not intended to illustrate
evolutionary rates. Classic signs of a Gould straw man.
