Perhaps a creationist can explain by what criteria these are not a
transitional form as predicted by evolutionary theory?

The attachment of barbule to rachis and the interlocking of barbules -
these connections look designed and act as a zipper mechanism. A bird
can preen itself and zip barbules back together. A close-up of rachis
and barbules and barbs compared to the pictures in the link does not
suport a claim of intermediacy. But the pictures in the link are
lousy. The article also mentions "biological engineering" which is an
admission that the biological phenomenon has the appearance of being
the product of an engineer. The best explanation of this description
corresponds to the work of an invisible Engineer, and not a blind or
mindless "engineer" -
of course, ray's designer is houdini since it works by magic, not by
science.
Ironically, Houdini (real name Erich Weiss) used "material processes"
to perform all of his illusions. Houdini was also well known for
debunking claims of the paranormal and supernatural.
