Noting that, in high concentrations of strep, *some* bacteria
(specifcially, the population of those in the species studied that are
strep sensitive) do not reproduce *is* a measure of their reproductive
potential relative to the reproductive success of those bacteria of
the same species that are strep resistant.
Remember the math: |rs1 - rs2| > 0 means that NS has occurred. NS is
not *just* noting that "no bacteria reproduces in high concentrations
of streptomycin". If, in fact, NO bacteria could reproduce in high
concentrations of strep (like NO bacteria can reproduce in molten
lava), then there would be no difference between any two populations
with different phenotypes and |rs1 - rs2| = 0. That is, under that
particular circumstance, where NO bacteria can reproduce, there is no
NS.
