can't find it because it's been moved, that effectively removes the
book from my reach.

You don't know how to order a book that doesn't happen to be available
on the shelf?

Intralibrary loan between libraries in a system or interlibrary
between libraries of different systems are two options. If a book says
"on shelf" and isn't there. it could be on a book cart waiting to be
reshelved if recently checked in or accidently misshelved by a patron
(or employee) or maybe fell down behind the other books or maybe
someone picked it up and is currently reading it in the library. But
yes you can always try to order books not on the shelf. If you ask a
library employee if they can find the book they may be able to
troubleshoot the situation and find it for you.
