In a sense, yes. The electrons that move during nerve cell activity are accelerated particles, so you could say that the brain is a particle accelerator. In the same vein, the human arm is a particle accelerator when used to throw a baseball. As you can see from these examples, it's not a particularly interesting notion.
If so then would'nt that be a good start to the Theory of everything?
The term Theory of Everything is usually reserved (in physics, at least) for a theory in which all 4 fundamental forces of nature are described in a uniform way; you can think of it as the Holy Grail of physics. Currently 3 forces (electromagnetic force, weak & strong nuclear force) are described by quantum field theories. The 4th, gravity is described by the general theory of relativity, but the problem is that nobody knows how to make a quantum theory out of it. There's no connection to the way brain tissue works that I can see.
Macro and Micro unite?
The theory in physics used to connect microscopic physics and macroscopic behaviour of matter is called Statistical Mechanics. It has been around since the end of the 19th century, so there's no need for a new theory to "unite Macro & Micro".
