When evolution decided
"Evolution" does not 'decide' anything. That would be ignorant
anthorpomorphism. Unlike our dear Prez, evolution is not the
'decider' of anything. Local environmental conditions, OTOH, are the
the dumb, unintelligent decider between variants based on how well
those variants reproduce.

wasn't providing enough variation in trial phenotypes, meosis was
added to increase prospects of variation in the progeny.
It is more likely that meiosis arose as a modification of mitosis
(which, of course, it is) to regularize a reduction of genome size to
within a certain range of ploidy at a time when eucaryotic cells would
often generate multiploid nuclei because of a poorer connect between
nuclear and cell division with genome duplication. Random mutation
and selection would favor, at a certain point in history (but likely
not early in eucaryotic cellular history), a regularized way of
maintaining a specific ploidy level, given the problems of cell fusion
that arise in cells without cell walls.
A couple of
them had the same idea at the same time.
Obviously the idea that variant alleles can spread in a population
without the necessity of two identical variant mutations having to
occur simultaneously has eluded your genius mind.
