For any scientific theory there is some set of unknown all-powerful
beings who could have done it. "Could have" is a pretty weak standard
given that you are proposing something all powerful. The theory of
evolution, like all scientific theories, fits what we do see and not
what we don't see. "Gods did it" fits both.

It would seem we need additional evidence in order to
decide the question.

What evidence could you imagine would do this?
