What does he mean or imply (or does he even know what he means?) when he
uses the word "information"?
Is DNA information? Is he asking for the origin of DNA? Is the question
disingenuous? If so, how do we respond?

In the classic Darwinian sense, information is random chance. 100
monkeys randomly hitting a typewriter, resulting in the manuscript for
"Hamlet". Evolution randomly selects components from nature and
mindlessly constructs a practically infinite variety of life forms by
accident (a.k.a. Natural Selection).
