Almost all children are sexually active by age ten years. See the book
"Sexual Development in Childhood," edited by John Bancroft, and/or the
"Journal of Sex Research," August, 2005 issue.
I think you are misreading these sources:
"Sexually active" typically (almost exclusively in the literature I
use in my research) refers to engaging in some kind of intercourse
with a partner. Collins et al [1] are concerned about high early
initiation rates among American teens because 46% of high school
students have had sex. Santelli et al [2] appear to either agree
or be taking their data from the same source. This does not translate
into almost all children being sexually active by age ten.
Almost all children have reached Tanner stage 2 by age ten (though a
significant number of boys still don't mature until 12), which
typically indicates sexual awareness of self and others and is
normally accompanied by exploration of sexual ideas and enactment of
"sexual" (I.e pairing) social behaviours. Actual sexual activity -
genital touching etc with a partner - doesn't typically emerge until
13 or so, and as Collins and Santelli note, even then fewer than half
of high school students are "sexually active" in the sense of having
had sex. Researchers studying sexual debut (eg McKee et al [3])
usually cut off their age cohorts at 13 for this reason.
Remember: building a sexualized identity and engaging in sexually
charged social behaviours is not equivalent to being sexually active.
Agreed. Any usual sense of "sexual activity" would not include games
like spin the bottle, or strip poker (not necessarily taken to the
conclusion... :-)) or "I'll show you mine if you show me yours." I
think that your quick definition above ("genital touching, etc") is
a fair match to what most folks would allow as "sexually active" --
and while I would expect some lead ups to this to start as early as
10 or even before [there were some odd and to me distressing things
that happened in "sleepovers" in the 10-12 year range, 50 years ago,
but it would be over-categorizing to call them "sexual activity"]
.
