determines
sex, not hormone exposure. XX=female Xy=male regardless of hormone
levels.

Sorry, but it does involve hormones (though I did munge it a bit - it's
androgens NOT estrogens -curiously the obverse is true in birds).

In developing male fetuses the testes produce Mullerian Inhibiting
Substance (MIS) which inhibits female development and they produce
androgens which enhance male development. In developing female fetuses
the ovaries do not produce MIS thus enhancing female development and
they do not produce androgens thus inhibiting male development.

I would note that the testes in the male and the ovaries in the female
are
already present at this stage indicating that sex has already been
determined.

Indeed. But we (or least *I*) wasn't talking about sex, but about
secondary sexual organs.

In particular.....nipples.

There are other secondary sexual characteristics/organs that are also
influenced by these hormones (or lack thereof).

You can't be serious that exposure/or lack thereof to estrogen/androgens for
males would cause them to be females. Now if you simply meant that males
would develop larger breasts if exposed to higher levels of estrogen later
in life, that is true as it is one of the therapies used in sex-change
procedures.
