New falsifiable proposal/prediction of design

I'm no biologist, and I might not use the proper terms, but hopefully
most of you will know what I mean. I'm sure I'll be corrected for my
misuse of terms and will subsequently correct the wording of this proposal.

Proposal: There is a genetic blueprint for each lifeform with an
evolutionary barrier built into it. Limited evolution for the purpose of
adaptation is built into this blueprint, however evolution beyond this
"built in allowance" will always fail.
This limited evolutionary barrier prohibits any of the so-called
"transitional steps", ie. reptile to bird, rat to bat, chimp to man,
etc. from happening. That type of "transitional evolution" is impossible
- no matter how many steps are involved.

Prediction: Any attempts to cross this evolutionary barrier will result
in the death of the lifeform.

This proposal can be falsified by genetically altering a lifeform beyond
the proposed transitional barrier and having it survive. If for example
lizards can be genetically altered, over a series of generations to grow
feathers, my proposal will be falsified. If rats can be genetically
altered to achieve flight with bat-like wings, my proposal will be
falsified. If an organism with a light sensitive patch can be
genetically altered into one with an eye, my proposal will be
falsified... etc.

I have no idea where the barrier lies for each individual genus (don't
know if that's the correct term?), but I predict that one can and will
be found in any of these type lab experiments and that it will always be
well short of any transitional step.

Example: It's often stated that Chimp and Human DNA are close enough to
each other that reasonable transitional evolution can be inferred from
their genetic similarities. However, even if a genetic map can be drawn
between the two - with reasonable, possible proposed mutational steps -
in practice, (by genetically altering chimp DNA in the lab to replicate
each step) an evolutionary barrier will be reached, beyond which the
chimp can not survive. This barrier will be well short of "human".
