Authorized to military service members who have fully completed their primary Active and Reserve military obligation (MSO) as per Department of Defense Instruction 1304.25
MSO Obligatory Service Periods:
1770-1865... Duration of Enlistment Period
1865 To 1 June 1984... Six Years From Date of Entry
1 June 1984 To Present... Eight Years From Date of Entry
