As far as I know, you do not have to pay fees for establishment of a NG. However, I may be wrong. But I will say that when you proposed group is announced in the appropriate NG, I will vote against it, and, using the technique of cross-posting, get as many other individuals as I can from other NG's to do likewise. Sort of using what you are against to defeat your idea. Of course, if you want to establish your own private club, do it through your web site, which you can moderate to your heart's content. You own it already, as you said. Many commercial bulletin boards do precisely that.How expensive is the robot filter device now ?
As far as the additional expense, I don't think you have fully investigated the cost of moderation to you. But I won't live in your pocket; if you want to bear the expense, go for it.

Have no idea, as I said in my post. However, if you want to educate yourself, you can peruse any number of links in the post I copied which I posted to this NG under the thread "Cleaning Up The Group-II." You'll see a detailed list which I'm certain, if you're interested, will lead you a link that can answer your question.
Used to not cost anything extra, since it was just a setting.
Nobody is going to give you software, or hardware, if necessary, for free.
