HELP: To the Supreme Court, the US Supreme, and the UN (1994.08(USA)-2007.11.18(JAPAN))

First, would the CIA and/or the US Supreme investgate why
the assailants have been causing terrible headache to the victim
by a physical method (I would like the US to investigate the total
time and the extent) against right and wrong for the longest time
in the world, why they have been damaging only the victim
in the world by asking editors of american (or any scientific)
journals to reject the victim's manuscripts enoumously many times,
why they have been deceiving the world by endlessly repeated
dirty malicious lies against the truth by using 'inner voice',
why they have been 'inputting' four letter words enormously,
why they pretend to be the congressman or the family of Emperor,
and let the Japanese Supreme Court to arrest them or at least
question the responsibility of them?

The victim had not received any responses without receipt Emails
from the US professional journal for as long as 4 years and 7 months,
the other (2-page manuscript) for 1 year and 5 months (from the
latter of which I received a minor response on March 2005; it says
an american researcher submitted it (I think he submitted it
by editing the victim's 1-page manuscript after the victim submitted
the original (Sep 2003) and/or 1-page manuscript (Feb 2005)),
and the editor published the american researcher's manuscript
(same as the 1-page manuscript essentially),
acknowledging the american researcher and the victim; but the
database(ProQuest) has illegally attributed it only to him,
which I noticed on Oct 21, 2005). I think this occurred mainly
by requests of professors of Kyoto University.
Furthermore, a famous US professional journal unjustly rejected
the victim's manuscript (the electronic document in a USB device
was completely destroyed and erased by microwave method later)
in April 1999 after the victim sent back the copyright form on
request. In another US professional journal, a reviewer wrote
'would like to read a modified version', but an area editor who
is the best friend of Prof. F (Kyoto University) ignored the
decision and rejected the victim's manuscript without a fair
reason in March 2002.
All the american journals in the field of the faculty rejected
victim's manuscripts without referee reports (none, or unjustly
states the readers will not be interested) or suggest a submission
to other specialized journals because bosses and Prof. N (Kyoto
University) strongly asked them to reject all victim's manuscripts.
I think some bosses in the institute, who, with the professors of
Kyoto University, had asked many editors to reject the victim's
manuscripts many times, returned those responses without notices
or stopped this time, so I asked the Tokyo Discrict Prosecutors
several times to investigate the matters, but no reply.
Then, the terrible headache injury to the victim has been increased,
which is the worst in the world, and 'inner voice' including four
letter words inputted by someone else has been at the maximum volume
in the world to let people to think the victim as dregs of Japan.
They think even if they are too vicious and devilish and did many
crimes to the victim, they will won by simply forcing to the victim
to go to the hospital by the above heavy injuries and acts of
violence after their detectable deed.

They seem to want to hide their all crimes by the above dirty means.

On November 10, 2005, the boss said,
"Three members are bound to leave our faculty in the next fiscal
year. Two of them will retire. The rest should be layed off"
in the 6-hour faculty meeting, while four letter words (***800 times!!!***)
were inputted by A or malicious medical students loudly in the room.

At last, the US professional journal, its Editor is a French,
rejected the victim's manuscript on May 2006 without any
apology or a fair explanation, after the long delay of 4 years
and 7 months, with a referee report presumably written by an
American famous (Nobel) researcher abuses the victim on purpose
in order to damage the victim, by writing unjustly
"does not deserve a publication nor ... neither in any
scientific journal".
The victim sent the editor an E-mail which pointed out the
referee's misreading and asked the referee's intention.

Furthermore, for victim's another manuscript whose content is
different, a Deutch journal, its Editor is a Spanish, changed
the referee who may accept it (under the above American famous
researcher?) and purposely rejected the victim's resubumitted
manuscript (which he submitted in 2005) in Jan 2007.
I found a refined result was published in an American journal
in the latter half of 2006 by a French researcher who is a close
friend of the Editor.
