The Right to Travel by Human Power

Hi,
I can understand that the issue I am raising seems small to readers
here compared to e.g. political imprisoning, torture and killings.
But I wonder if anyone here can point me to further resources
regarding issues of rights and priviledges when it comes to means of
transport. Is the right to not be unduly hindered in walking or
cycling where you want need to go coupled with the distribution of
wealth, the modal share of different modes or transport ? Would it
be a human rights breach if smokers would get tax breaks ? Or 2/3 of
tables at restaurants were reserved for smokers at restaurants by
law ? ( I hope some of the readers can see the parallells )
