I doubt if there's a better system than democracy to maximize freedom,
other than no government at all, like Somali, for instance. However, a
country can have a democratic system, but the government can also be
very corrupt. Russian, for example, has one of the most corrupt
governments in the world and is listed way down as 154 on the
corruption list, close to Iran, which is also a democracy which is
listed as 146.
Here's a list of the best countries in the world for lack of
corruption. Denmark is the least corrupt and the U.S. is listed as
22nd on the list which means there are 21 countries in the world that
have less corrupt governments than the U.S. does:

Why do you insist on defending "Democracy"?
Elections are meaningless!
Most on your list has a Monarch or the equvalent!
Monarchs want for nothing, so can spend most of
the time swatting nasty misbehaving earthling children!!!
BTW, Nothing in our Constitution prevents a Monarchy.
It does prevents an Aristocracy, which is what we have
now, less titles of course! -will-
I don't think Singapore, Hong Kong, Barbados, and Qatar are
democracies and yet their governments all rate as being less corrupt
than ours. Now there's food for thought for those who like to wave the
American flag and claim that we are perfect and the rest of the world
is flawed.
Russia, incidentally, isn't actually considered to be a democracy.
According to Wikipedia, it's listed as a "hybrid regime" and a
combination of "federalism, semi-presidential system, bicameralism".
