It all goes back to the will of fundamentalist christians among them, GWB
included.   You see they imagine that conception occurs as some magical
event mysteriously directed by their imaginary friend.

Of course this goes against science, but they don't care.   So as they see
it, if you interfere with conception in any way, you are thwarting their
"god's will" or some other such nonsense.

THIS is why they don't believe in allowing condoms in Africa, or in abortion
or even in preventing conception by any means but abstinence, which doesn't
work.
