unfortunately, this advice occurs at a trime when the fish populations of
the oceans are crashing almost everywhere. and despite what is said about
farmed fish, i suspect that they are not as good as wild caught, (there have
been studies which support this,) and they are a factor in the crahsing od
their wild brethren. this is certainly known from the effects of farmed
salmon on the wild populations which get close enough to be infected by the
farmed fis diseases and parasites, and occasional farmed fish escape the
farm and contaminate the gene pool of the wild fish.

Think of it this way. If you do not farm raise fish, that means fewer people can eat fish, because as you said, the fish supply is shrinking.
