But the results were the private companies rewarded the low medical cost
areas and charged more for the high cost areas. This is the flaw in
Medicare that isn't being addressed by taking away the premium. Congress,
rather than solving a problem, is reintroducing it. If one wants a
program, such as Medicare, to fail, the first priority is to discard
utility theory where the funds are allocated according to the greater
return, not the greater vote. The high cost areas must be motivated to
copy the low cost areas. The politicians can only do this through private
insurance plans. Only when all of the medical community realizes that
they also have a stake in keeping costs low while improving the quality of
life will government insurance be possible.
