recommend the latter. Warren Olney got better informants to the point

Painting US as as Britain in the Middle East between the World Wars is
not where I want us to be. It seems like they forgot to tell Sadr that
they were after the same folks who give him headaches with their schemes
outside his control. Sadr is studying for his Ayatollahship in Iran and
the Badr Brigade (Supreme Council) had to get the Kutts Force to carry
the message after misapprehensions had taken hold. So almost everyone
has a role in the ceasefire.
