After child-porn arrest, deeper DCF lapses found
Employment and computer-security failures linked to one of DCF's worst
scandals in recent memory are not isolated, an internal report has
found.

The lapses in hiring, background screening and computer security that
allowed a Department of Children & Families press secretary to
allegedly lure teenagers into child pornography are widespread and
potentially costly to fix, a new internal report says.
An 11-page report by DCF's Inspector General into breakdowns in
employment and computer security identified a lack of consistency
throughout the 13,500-employee agency in dealing with hiring, vetting
of job applicants, criminal history screening, and the use and
inventory of computers.
''It is of concern that the department cannot readily determine
whether adequate background checks have been completed on employees
[who] provide direct services to children and vulnerable adults,''
said the report, which was completed earlier this month.
The internal investigation was prompted by the Feb. 1, 2008, arrest of
Al Zimmerman, then the second-highest ranking spokesman for DCF.
The agency provides child welfare, mental health, public assistance
and domestic violence services and oversight to tens of thousands of
Floridians.
Statewide, more than 40,000 children receive some sort of child
welfare service paid for by DCF.
AWAITING TRIAL
Zimmerman is awaiting trial on eight counts of encouraging a sexual
performance by a child, a second-degree felony punishable by up to 15
years in prison for each charge.
The review found Zimmerman had used his personal e-mail accounts from
work, and that department administrators were not certain how many
computers, or which ones, Zimmerman was using.
Zimmerman had a department-issued desktop computer at work and a
laptop at home, but investigators also believe he had a department
desktop computer at home that was not accounted for.
Installing better monitoring equipment for department computers, which
might have detected or prevented Zimmerman's alleged trafficking in
pornography, could cost the department as much as $1.8 million -- and
another $50,000 to $100,000 annually, the report says.
Zimmerman, 40, was hired by DCF as a spokesman in Central Florida on
March 14, 2005, following his career as a television journalist in
Georgia, Texas and Tampa Bay.
A review of his personnel file showed he had not completed a Florida
state employment application, his supervisors had not contacted
references from previous jobs, and he had not been fingerprinted for a
criminal background check, the report said.
When Zimmerman was promoted in October 2006 to statewide press
secretary in Tallahassee, supervisors failed, once again, to contact
his previous bosses to check references, the report says.
