Excellent quotation! I never saw that one before.

But hasn't the Congress of the United States basically made it just a little bit more simple to do, when they passed the War Powers Act? Haven't our members of Congress allowed that to happen, when they allow a President to go to war with another nation, without a formal declaration of war?
