Well it seems to me that Bush is trying to justify the waste of research funds on this project. And it seems to me that putting them at sites where they would not likely be used is prudent.
Ironically, they have something of a Potemkin village aspect, phony. So far, in the few times tests on their accuracy have been straw men tests. Knowing that the target missile has been fired and its course. A full Monty test would be a surprise firing of a missile which had decoys. The decoy problem is critical and is avoided if the missile can be downed in the launch stage. Thus, for example, installations in Japan (or at sea near North Korea) not Alaska to defend against North Korean missiles.
The anti-ballistic missile defense could easily triger a war with Iran over a missile from a test firing if they were sited too close to Iran.
I don't think Iran is searching for a confrontation with the US of a serious nature. The US has historically abused Iran quite a bit. The US might have forgotten about what happened on Iranian soil during WWII and later with regard to disposing of Mossadegh, but memories in that reach go back a thousand years, not merely a century. The Iranians are permanently spooked.
Putin's suggestion of a site in a country friendly to Russia is a brilliant move to alleviate the friction and bad feelings. Too bad, Bush is too stupid to see this.
Putin is a sly fellow but has a clear idea of things from a Russian point of view.
They are very rich right now and can do a lot of things. The WSJ had an interesting recent article on the French satellite launching program at the Guiana Space Center in South America. Being placed near the equator, the center has 30% weight launching advantage in throw weight for the same rocket.
The French are expanding the site for receive Russian launchings. This is a purely commercial activity, no military.
Apparently the US is at a disadvantage at this time in commercial launchings. The lesson is that we live in a commercial age, global, and that the money the US wastes on weapon systems would have better been directed towards commercial development.
A yet to be explored location for a launch site would be in West Africa near the equator. One needs a stable government to cooperate with and few exists but several do. This is the most pro-American area of the globe right now and it needs investment funds. It is an opportunity that the Bush administration will certainly miss.
Quite true. I think Africa, with it's vast area and resources will be a great economic power one day. At least the Chinese seem to be aware of that. They are getting there first-- well along with the French and the Russians.
