A "city rec & park department" is a government agency that feeds from
the public trough. They're not subject to the ups and downs of the
free-enterprise system. They don't have to make a profit. If you are
suggesting they're system should be extended to private corporations,
you're comparing apples and oranges.
As to health care, it would not be difficult to mandate a catastrophic
health care policy for everyone, just as we mandate vaccinations for
school children or insurance for car licensing. A catastrophic policy
could kick in at something like $5000 so no one would go into enormous
debt should they have major medical problems. HSA's are tax
deductible and can be used for every medical expense such as aspirin,
a cane or prescription meds.
