Why, Rita- you must remember that it is to bring
democracy to that country - a country which has struggled
with pseudo civil war for centuries - and, to this day,
has been unable to resolve their differences among
themselves - but Pres. Bush will shove democracy down
their throats!!!! Or so he thinks! History should have
convinced Bush that his hope for democratization of such
an ancient country is quite unrealistc.. The proof is
that they did - indeed - vote - which was pretty amazing
- but now that they have tasted the freedom of voting -

Saddam - yet, he was no more dangerous than the little
mini-leader in North Korea, who at times seems "deranged'
- and also (speaking of being deranged) Amajedinehad
(sp??) of Iran who will stop at nothing - but nothing -
to make Iran a super-power -not to mention to devastate
Israel.= = = I have no answer for any of these problems
-how does one deal successfully with any of these
pre-historic cultures and mad dictators??

That is like saying that thee wasn't a chance in hell of
changing Japan from a monarchy to a democracy. Are they a
democracy or are they not a democracy today?




But note that the structure of their government is just
about the same as in 1941.

An Emperor as head of state with no power

The Emperor was very powerful in 1941.

The Emperor in theory had power.

the reality was that the country was ruled by the cabinet, in
the Emperor's name. Much as it had been during the many
Shogunates.

And the Cabinate was ruled by the army.



A prime minister and cabinet from an elected Diet.

And an all powerful set of bureaucrats.

About the only real difference is the extension of sufferage
to most of the population.

It did more than that. The Emperor's job became symbolic,
and the constitution, which was written by the US Army and
civilian contractors, guaranteed rights never before
formally guaranteed in Japan. Could have been worse. What it
couldn't do was deconstruct Japanese society.



Japan is a very homogeneous society, with very little being as
it is written.

It is a society of rigid conformity, but with an unstated basis.
A written Constitution is just a venier that has little
resemblence to the reality of the unwritten codes.
