Cival War in Iraq or Not

It is not really a civil war, more like a tribal war, and it has been going on for centuries.
In my Worldly travels, I have encountered many cultures of people. The third World countries that have a dictatorial
type of government have basically the same type of culture. They have been told what to do by some one in the chain
all their life and have no idea of how to make the upper level decisions. They have been restricted about freedom of speech and criticizing any one of authority over them, that they tend to not even think in that manner. They are unable to handle a self governing concept of state organization. But they are part of a specific clan or tribe and to not be in conflict between tribes is another thing they have not been able to handle in the past and possibly the future.The Sunnies, Kurds and Shiites have been at war for thousands of years, why should they change. That seems to fit most of the countries in that region, including Iraq and Iran.
