That is not an evacuation. An evacuation means getting the hell out of Dodge. As for the facility they did provide, that is only providing a facility that one "hopes" will do the job, which it should be obvious to everyone to watched the news was woefully inadequate....another failure of the city. Heck, they even told the people that went there that they had to make sure they could survive on their own in that building.

No. The failure is for the feds not to come and get them out.
