The rather ridiculous answer is provided in another thread discussing
the centralization of government responsibility and power at the
federal level and the abdication of their responsibilities by state and

problem, the locals can convincingly shrug and say "Hey, it's not my
job!".
No. The plan is there for the feds to do their part.
If the "evacuation plan" removes everyone from the city, what is the
federal responsibility?
What is the part for the feds?
The feds respnsibility is to provide the means for the people to get out of
the area. That means, providing the highways that have to be used when such
an emergency occurs.
Where do they evacuate?
Out of harms way.
In the case of New Orleans it was to a facility in the city. It was up to
the Feds to move them from there...
That is not an evacuation. An evacuation means getting the hell out of
Dodge. As for the facility they did provide, that is only providing a
facility that one "hopes" will do the job, which it should be obvious to
everyone to watched the news was woefully inadequate....another failure of
the city. Heck, they even told the people that went there that they had to
make sure they could survive on their own in that building.
