I watched a special on Katrina last evening on the History Channel,
which told the story from the view of the National Guards. They were
prepared for a 2-3 day stay but had little idea what would be happening
to them in New Orleans. The biggest problem was communication. The
guard had radios with batteries which last from 2-3 days. They had
prepared supplies at the Super Dome, but had no idea of the numbers who
finally showed up. Also they knew nothing of the Convention Center
which was not prepared for evacuees. (No communication, remember) It
was just word of mouth and the refugees broke into the Convention
Center.
As soon as they could, they called in National Guard from other states
(no communication, remember), but it took a few days to supply and
transport them. They had only three boats because they thought they
would be handling hurricane aftermath and were not expecting the amount
of flooding that took place in NO. They were also stretched across the
Mississippi shoreline which was wiped out by Katrina.
It seems to me that the single thing most needed for future emergencies
is reliable communication.
