I am willing to bet that if they would spend their time, taking away the
disincentives in casting our vote, that a heck of a lot more people would
vote, and you would not have to "bribe" them to vote.

Interesting story in NY Times about group in Arizona
promoting a lottery prize for voting in major elections.
They were suggesting a million dollars, but maybe
they could make it proportional to the number of votes
(e.g. 50 cents a vote). The idea is to get more people
to vote.
