If the bottom half paid no tax to support the government
there's no reason for them voting for that government.
There is every reason in the world for them to vote for the
government.
FDR instituted a new form of government. A government in which a
coalition of the poor and lower middle class citizens, and
special minorities work in concert to have government benefits
bestowed on themselves. All to be paid with taxes on the incomes
of the small minority who are wealthy.
This is a point that deTocqueville commented about. That the US
would remain a great nation until the majority learned that it
could use the democratic principles to leach off the minority.
So today we have politicians in both parties promising
government handouts to attract votes. And paying for it with
taxes on a fraction of the population which does not have enough
votes to sway an election (but collectively with enough money to
moderate the process by backing the cause that hurts them the
least)..
Democracy is a wolf, a mountain lion and a deer having a vote to
decide on the dinner menue.
