Details make the difference in disclosures. The existance of
that option was public but not widelt known knowledge. The
excuse being that we needed to leave a funcining goverment
around to negotiate with.

But it all comes down to a basic philosopical basis on
governments and the relationships with the populace.

The European tradition was for a strong central government which
had absolute control, and out grouth of absolute moarchies and
the Devine right of Kings.

One of those precepts was the concept that "the King could do no
wrong". Actions taken by him that would be illegal or antisocial
in an ordinary man were praised. As governments grew, this
concept extended to authorize/legitimize the actions of all the
Kings officers and appointed agents.

We rejected that whole premise when we had our Revolution.
Governments were instituted among ment and the people were
citizens not subjevts, that each had a duty to society to
control government and to act as part of government.

Needless to say, that idea rapidly began to decay as soon as
politicians began to assemble.

So now were have institutionalized the idea of the King could do
no wrong in our own way. Absolute Immunity, Limited Immunity,
Congressional Immunity, from the legal side; Laws passed
affecting everyone by govenment from the legislative side, and
"Professional Courtesy" from the executive side. We have created
a class of individual who has little respect for the law because
he is, for the most part immune from punishment.

Two examples.
A Houston Councilman was driving the streets dead drunk. When
stopped he was unable to stand up. So did the police take him to
jail and begin the process that could lock him up for 20 years.
No, he drove him to his house and bid him good night after
arranging for his car to be returned to his driveway.

In WW2 a Congressman gave a news briefing to the wire services
in which he bragged that the Japanese were too stupid to set
their depth charges at the right depth, our subs were much
deeper diving so our forces were safe. The information was
dutifly spread to the four courners and eventually made its way
to Japan (Nagasaki IIRC) where corrective measures were
instituted. We can trace 20% of our submarine losses to that
statement. The Congressman of course operated under an absolute
immunity for anything he said. Since the methods of bringing his
crimes to justice were limited, the Navy was limited to pushing
for his conviction on charges of selling defense contracts and a
short prison sentence.

The US is no longer ruled by citizens who assume a public duty.
Rather, the politicians and government agents are paracites who
live in a worldthat provides little accountability for their
misdeeds.
