That's not my question. I asked why it's significant that they joined
the US pact. It only looks like they're playing up to the President in
helping him with the upcoming elections this year. They only thing
they get out of the US Pact is good will and a photo op with the
President.

There's nothing they need to do in reducing polution at the present
time. That makes sense because their polution is miniscule compared to
the US. The US needs to reduce polution now. And China and India need
to reduce future polution. They don't need to do that with the US
pact, but they do with the Kyoto Protocol.
