This is why there is some credibility in the allegation that the
procedures of the courts were biased towards the prosecutors in
William's case. Fleming would know when it did occur. He could
probably provide a lot of the information that the governor's staffer
could research. In this case, there is good justification for a
review.

Besides why do you bring up ancient history? The governor knows it's
his job to review the trial and the subsequent actions of William's
for clemency. If he didn't review the trial, then he didn't do his
duty. Your opinion of the verdict is not germane.
