Does the Arms Export Control Act provide penalties for the manufacturers
and exporters of controlled arms or is the burden placed upon the
ultimate receiver of the controlled weapons systems?

Just at a cursory glance I am unsure which international court would
have jurisdiction to enforce U.S. penalties against sovereign nations
which might buy such weapons.

Not the point. Why should the United States continue to support a
country that is continually sticking it's thumb in our eye?

"Arguing on UseNet is like competing in the Special

It is exactly the point. U.S Laws do not apply to soverign nations. They only apply within our borders and to individuals within our borders. You sidestep the issue.

You will be interested in this little piece of legislation:

H.CON.RES.83
Title: Calling upon the President to insist that the removal of Iraqi
President Saddam Hussein from power should be a condition for the
cessation of economic sanctions by the United Nations against Iraq.
Sponsor: Rep Ramstad, Jim [MN-3] (introduced 4/21/1993)

Funny that we seem to feel its ok to call for regime change ... and in
1993 Iraq was a sovereign nation....

Wonder why we stopped there? I mean wasn't the Taliban bad? Or Taylor
in Liberia? Speaking of Liberia what happened to that? And Sudan? Or
does genocide go out of season as a moral cause?

I'm just asking....

Then when you ask, you should understand that what our government calls on itself to do is binding only on our nation. Congress, in delivering its intentions to the president could only express that the president, through diplomatic avenues, make the position of his government clear to the world body. And even then, the world body did not have the authority to cause the change. It took whatever action it took, but the Iraqis, if you recall, made no regime changes, enduring the economic hardships.

So much for others obeying our laws.
