Watch your gas bill

I just heard on TV that somebody in El Castorland took
the unusual step of looking at the detailed charges on
his gas bill, and found a mysterious $3 surcharge. That's
apparently a fee that has been approved and is legal,
which is added if one uses fewer than nine therms per
month. I checked my last four PG&E bills, and my usage
was between 10 and 12 therms for the earlier of those
bills, but my latest bill was for only 8.4 therms. I didn't
get a surcharge, though: maybe the surcharge hasn't
hit San Fran yet.
If this scheme comes to SF, I'll pay $9 for using 9
therms of gas, but $11 for using 8 therms. Yeah, it's only
two bucks difference, but I couldn't call myself a
Yorkshireman if I didn't keep a swatch out for it from
now. I could turn up the heat on the water heater,
if I'd otherwise get surcharged regularly, though the
water is already plenty hot enough. Or I could check
the meter and turn the stove burners on for an hour or
so when that will lower my net energy bill.. It's not worth
the effort, but I'd be working on resentment of
bureaucratic disregard of fairness rather than on
practicality. I wouldn't mind if everybody paid for a
minimum of nine therms, but I do mind effectively
paying for eleven therms if I only use eight while those
who use nine pay for nine.
